Australia's most unwanted

Over the aeons there have been any number of ingenious tricks played by Australian officialdom to stem the tide of human traffic. In the gold rush of the 1850s and '60s, Victoria invented a hefty poll tax levied on the masters of ships bringing Chinese to the colony: £10 for every Chinaman on board.

This was met with more ingenuity. The ships pulled in at Port Adelaide or Robe and the Chinese would walk to the Victorian goldfields. South Australia soon cottoned on to the poll tax idea and Manning Clark described the consequences: ''Within a few months of the passing of the act the streets of Robe which had teemed with Chinese were almost deserted; the cats of Robe began to return.''

The arrival of the ''other'' has always unsettled Australia.

In the early 19th century, pastoralists pushed to bring in more boatloads of criminals from England. Apparently they liked the slave labour. The urban middle class, craving respectability, were appalled, as were the freedmen who had to compete with convict labour. And paying to import Irishmen wasn't popular. The upwardly mobile were anxious about sovereign debt, of all things.

Self-interest, status and racism have always played their part. Today you can see the cheering migrants on programs such as Q & A whooping it up for the opposition spokesman Scott Morrison, who has a full hand of rehearsed tricks.

Prime Minister Julia Gillard on Tuesday urged the country to ''discuss the facts and reject the myths'' so we can ''move forward together''. Summonsed by her call, I'll conduct my own Q and A.

1. Is there a queue and are boat people jumping it?

This is a significant myth, well overdue for rejection. This year Australia will provide 6000 places to refugees under the auspices of the United Nations' refugee agency, the UNHCR, and 7750 people under our special humanitarian program, who need sponsors or proposers. Under the humanitarian program, the government does not pay travel expenses. Uniquely among countries that take refugees, Australia says that for every asylum seeker (boat person) who succeeds in demonstrating refugee status, one less place is allocated under its special program. No one else links humanitarian entrants from overseas and asylum seekers from within the borders.

This does not have to be the case. It persists as our policy to fuel the queue-jumping myth. Even the Department of Immigration and Citizenship says boat people are not queue jumpers. The reason is that while the UNHCR registers people claiming refugee status, Canberra sets the intake. So the government says we'll have X number from Somalia, X from Burma, Sudan, Chad, etc. The department's officials who work with the UNHCR have complete discretion whom they take. The fact a refugee has been waiting longest in the UNHCR queue does not mean that person will be selected. Hence boat people don't jump the queue.

2. Did John Howard ''stop the boats''?

Just look at the figures. There was a huge reduction of people and boats under Howard and a huge increase under Rudd.

The ''Pacific solution'' was implemented after the election of November 2001, more than two months after the attacks of September 11. There was a peak in boat arrivals in 2001: 43 boats and 5516 people. That record under Howard has not been broken. It went down to one boat and one asylum seeker in 2002, one boat and 53 asylum seekers in 2003. In 2008, with Rudd at the helm, there were seven boats, 161 people, and in 2009 there were 59 boats and 2750 people. This year we're up to 2982 arrivals by boat. Bingo. The ''Pacific solution'' must have worked. But there are lies, damn lies and statistics.

There was a huge wave of people escaping the Taliban in Afghanistan, before the US went in with Operation Enduring Freedom in October 2001. With the Taliban gone for a time the incentive to flee significantly subsided. Geopolitical circumstances had as much to do with the ebbing and surging of asylum seekers immediately after 2002, as did the scheme to process them on Nauru and Manus Island.

The reason behind this weird offshore processing arrangement was to remove the applicants from any benefits of review and legal assistance under the Migration Act.

Even so, 80 per cent to 90 per cent of asylum seekers who arrive by boat are granted refugee status because they are genuinely fleeing persecution. The figure for those arriving by plane is 40 per cent.

3. Boats and planes - what's the big difference?

Afghans, Iraqis arrive on boats. Chinese and Tamils generally fly in, then make refugee claims.

Little boats lurching over the high seas have been turned into the real bogey-people of ''border protection''. Maybe that's because the majority of boat people are Muslim, while most of the air travellers are not.

People-smuggling costs vary, but most of the Afghans and Iraqis who arrive have sold everything to rake up the tariff. It's about $3000 a person, with no refunds, but can be as high as $9000.

4. Is it common for refugees not to have papers?

Of course. Fleeing home in a hurry usually means no papers. Even to ask officials in these countries for documents and papers is risky. The UNHCR's recognition of a person as a refugee is not dependent on whether they have papers.

The department says, in spite of the absence of personal documentation, it makes its own checks.

Under an Abbott government they won't have to bother with the checks. No papers equals ''go home''.

In 1939 the historian and journalist Brian Fitzpatrick wrote about a ''Melbourne campaign'' led by Sir Frank Clarke of the Legislative Council and Mr Sanderson of the Chamber of Manufactures. The object of the campaign ''seems to be to identify the description of 'refugee' with that of 'exploiter' or 'helot'.''

The Helots came from Laconia, hence laconic. Sounds as though we need more of them.

Why can't we help our own 100,000 homeless Australians FIRST those who live in poverty ,young children sleeping in the back of cars or under tarps , waiting for a home ? Instead priority housing goes to boat people or asylum seekers . Charity should start at home instead of showing off to the United Nations that we can look after asylum seekers when we totally ignore our own people in need . There are Millions of Asylum Seekers in the world , it would be better to help them in their own country ,or is that too hard for the UN so they throw them at developed Countries and expect these Countries to keep taking in asylum seekers ! The UN is run by nothing but 3rd World Countries who wont get off their backsides and develop these troubled 3rd world countries ! The UN is really useless !

Spotter, if you were in a country which really didn't care about it's citizens - wouldn't you want to escape? Australia is still the lucky country and boy do we know it. Australia cares about it's citizens though someone said that the homeless are living on the streets and the refugees are in hotels. It is the way refugees are managed and they need to be; the government is finally doing something for the homeless. If you go into a department of housing office now there new application form has a questions: DO YOU HAVE A PLACE TO STAY TONIGHT?

It didn’t take long for saint Dillard to do a cock up on this stuff, as one of the gang of four she was complicit in Labors previous no ideas on this subject. Spotter has the right idea, tell the UN to insert their sanctimonious buck passing and do the right thing by Australians and these poor bastards back in their own home (re, get enthusiastic about making our troops efforts in Afghanistan work properly)

Hey spotter Just send cash to salvation army etc so that you can salve your new found concern about the homeless. A pretty ordinary fallback mate Admit it you have some race issues concerning you don't you? A boat load of British asylum seekers-gonna let them in?

These boat people are they wealthy enough to pay a boat fare to Australia if then why didn't they come here by the correct route ie via the consulate immigrant visa. The true refugee is the one who doesn,t have a home , abed to sleep or any food on the table, but these people cannot afford the boat fare. Are they truely refugees or are they terrorists in disguise wanting to change Australia to thier own system of murder, rape, violence and mayhem if they don't get their own way. They should have to sign a document stating they will live by our christian values and laws or stay where they are or be deported when they break the law.

Richard Ackland asked, quote, "Did John Howard stop the boats?" With the "Pacific solution" (similar to the solution, tried in early-mid 20th century). He makes the point, that Howard apparently did not wish to change Australian Law under the Commonwealth Migration Act. Furthermore, Howard was also challenged by the "apartheid Hanson" factor, as he had her removed from the Liberal Party as a candidate during the then election campaign. He then quickly and conveniently absorbed her "white only people only" styled policies, providing a great deal of fuel for xenophobic Australians. By establishing this "race hate" wedge; attacking current "bi-partisan" ALP policy embracing humanity with all its diversity, Howard let the race genie out of the bottle and Beazley lost the election. This Liberal Party "evil" is continuing under the leadership of the now publicly reported and avowed Roman Catholic Christian (the mad monk) seeking to be PM over the backs of innocent people seeking refuge from fear. By constantly repositioning his rhetoric, Abbott casts doubt over the Gillard Government's concern for human beings in fear for their lives. Will his god forgive him his sins?

@Ralf Will god forgive Julia Gillard for imitating Abott to try and win a few votes back? Their policies are now almost identical. If you cut off the service then demand will dwindle. We should be sending the people smugglers and their crews to twenty years hard labour. This will slow down illegal entries. Why should Australians pay 1 billion a year to accommodate these people as our own sleep on the streets. This has nothing to do with racism or being xenophobic this has to do with principal and what is in the best interest of the country.

Dear One Nation, "God" amongst the true believers, representing the deep thinking, caring and righteous body of people on this planet, Earth, can see evil. The idea amongst some in politics that there is some soul of goodness in things evil has been experienced by tens of millions during world war two and other wars since, as in the Pol Pot and more recent Balkan wars and so on. Evil starts with the way some people set out to establish a political framework and obtain power for powers sake. History is replete with real happenings to innocent, unsuspecting human beings, drawn into such a vortex and then become consumed, eaten by a holocaust of racial hatred. This evil at work. It is also knocking at our door. By resigning his life endowed membership of the once great LIberal Party of Australia, I am of the opinion that former Australian Prime Minister Malcolm Fraser is warning us Australians about certain human evil existing amongst us.

Did anyone read the australian newspaper report how Indonesia has detained an alleged terrorist who was on his way to australia posing as a refugee. Fancy that maybe Wilson Tuckey isn't so stupid after all, I imagine Julia and Kevin have written their apology to him. On another note to all the people in favour of accepting the boat people where are we supposed to accommodate them and Ralf if you dare say we can well please tell me why we cannot accommodate our own
